Joseph Carter, 89, of Henrico County passed away Wednesday, October 4, 2023.
A viewing will be held from 2:00 to 2:30 p.m. Wednesday, October 18, 2023, with a funeral service to follow at 2:30 p.m. at Affinity Funeral Service, 2720 Enterprise Pkwy, Richmond, VA 23294. Interment will be held at 1:00 p.m. Thursday, October 19, 2023, at Quantico National Cemetery in Triangle, VA.
