HILLIARD, Norma “Skeeter” passed away peacefully on Tuesday, March 21, 2017. She is survived by her long-time companion, Willie Williams, loving “daughter”, Lori Carter and “granddaughter”, Morgan; as well as a host of friends who will all miss her sitting outside and “keeping an eye on the neighbors.” Services will be private.
